  1. Mandatory Transfers:

    • Any staffer serving 5+ years in one secretariat (as of May 31, 2025) MUST be transferred.

    • Exception: Visually impaired staff (unless they request a move).

  2. Placement Rules:

    • ❌ No postings in home mandals (preventing local favoritism).

    • Couples in government jobs get priority for nearby postings.

  3. Special Consideration:

    • Priority transfers for:

      • Staff with disabled children needing medical access

      • Cancer/heart/kidney patients requiring treatment centers

      • Widows appointed on compassionate grounds

      • Tribal area veterans (2+ years service)

  4. Tribal Area Focus:

    • ITDA vacancies filled first before non-tribal areas.

  • If a group has 3+ Secretariats with staffing gaps: Add 1 Ward Amenities Secretary.

Jurisdiction: Additional staff’s roles are defined locally to avoid overlaps.

Aspirational Functionaries

One staff member in each secretariat is now designated as an Aspirational Functionary, focusing on community development and welfare schemes. This role bridges governance and grassroots aspirations, ensuring marginalized groups receive targeted support.
