The CCRC card (Crop Cultivators Rights Card) is essentially an identity card for tenant farmers. It serves as official recognition of their cultivation rights on leased land. By possessing this card, tenant farmers gain access to various government benefits and schemes related to agriculture.
CCRC is an agreement executed between the Land Owner and the Cultivator for a period of eleven months countersigned by the Village Revenue Officer in the Village Secretariat with the conditions specified under Section 3(3) of the Act.
Benefits of Owning a CCRC Card

- Annadata Sukhibhava Scheme: Tenant farmers with CCRC cards are entitled to benefits under the Annadata Sukhibhava program, a government initiative offering financial assistance to cultivators.
Who is Eligible for a CCRC Card?
The CCRC card is primarily for tenant farmers who cultivate land leased from landowners in Andhra Pradesh. To be eligible, farmers should be actively involved in cultivating the leased land.
Applying for a CCRC Card
- Approach Local Authorities: Tenant farmers should contact their village revenue officer (VRO) to initiate the application process.
- Joint Effort: The landowner’s signature is required on the application form, signifying their consent to the tenant possessing the CCRC card.
- Government Verification: Officials will verify the details provided and approve applications that meet the eligibility criteria.
Documents required to get CCRC cards
- Application Form
- Land Owner Pass Book Xerox.
- Land Owner Aadhaar Card Xerox.
- Tenant Aadhaar Card Xerox.
- Tenant Bank Account Xerox.
- Agreement document for 11 months on ₹10/- revenue bond paper.
CONDITIONS TO OBTAIN CCRC CARDS
As per Section 3(3) the agreement in the form of Crop Cultivator Right Card shall contain the following terms and conditions
namely :
- (a) The names of the Land Owner and Cultivator
(b) Survey number, boundaries, location of agreement land
(c) The duration of the Agreement period shall be eleven (11) months
(d) The Cultivator shall not to acquire any right over the property other than set forth in this act or mentioned in the CCRC Right Card.
(e) The land owners shall put the Cultivator in possession of the Agricultural land on the first day of the agreement and shall not
interfere with the possession and eryoyment thereof so long as the Cultivator complies with the terms of the agreement.
(f) The land owner may authorize any person in writing on his behalf to sign the agreement with the cultivator.
(g) The Village Secretariat shall handover the signed CCRC to both land owner and culuvator within 3 days from the date of receipt of filled CCRC.
(h) The Bankers/ Financial Institutions should also follow the loan sanction schedule (timelines) issued by the Government
Bankers/Financial Institutions shall not refuse sanction of Crop Loan beyond prescribed timeline when approached by the
Cultivator.
(i) As per Secuon 5 (d) the cultivator shall vacate the Agricultural land immediately at the end of the term of the agreement without any encumbrance.
(j) As per Section 5 (e) the cultivator shall not create any charge or interest or liability during agreement period.
(k) As per Section 5 (h) the cultivator shall use the land only for Agricultural purposes and shall not cause any damages to the lands and any other immovable property on the land.
(1) As per Section 5 (j) the culuvator shall pay crop loan borrowed from the banks or Financials Intuitions after harvest of the crop.

In CCRC card generation data related to District, Mandal Name, Village Name, Khata Number, Land Owner Aadhar, Land Owner Address, Land Owner Mobile, Extent of Cultivation (Acres), Land Enrolment Date, Land Enrolment Period, Tenant Aadhar Number, Name of the Tenant Farmer, Tenant Mobile Number, Tenant Gender, Tenant Caste, Tenant Father, Tenant Address, Tenant Photo etc. While generating a CCRC cards there are multiple conditions that have to be met before issuing a card to a particular tenant farmer.
